CE Mark French "Conformité Européenne" consists of the initials of the words. If the meaning of "Conformity of Europe". Products within the scope of the EU New Approach Directives CE marking is affixed. A product covered by the New Approach Directives places on the EU Common Market should be affixed the CE Conformity Mark. The CE marking of a product, that product affixed with the EU acquis is a product designed and manufactured to understand. CE marking is a unique format. 93/68/EEC "CE Marking Directive" contains all the information related to the affixing of CE marking.
CE Mark is a passport  EU common market for free movement of goods.  Member States shall not prohibit, restrict or impede the placing on the market and/or putting into service in their territory of product which complies with the relevant EU Directives.
Application Status in Turkey
According to Customs Union Agreement EU Product regulations are applicable since January 1, 1996.
A Law (4703: Law on the Preparation and Implementation of Technical Legislation on Products) was issued about CE marking and published in Official Journal (No. 24459, dated July 11, 2001) and entered into force on January 11, 2002.

Some Definitions:

Product: Technical embodiment of the "CE" conformity marking provided for the affixing of industrial products.
Manufacturer: any natural or legal person who designs and/or manufactures productcovered by relevant EU Directives and is responsible for the conformity of the product with relevant EU Directive with a view to its being placed on the market, under his own name or trademark or for his own use.
Placing on the market : Making available for the first time in the Community product with a view to distribution or use, whether for reward or free of charge
Putting into service: First use, for its intended purpose, in the Community, of product covered by relevant EU Directives;
Conformity Assessment: The product conformity testing, inspection and / or certification according to any kind of relevant technical regulations
Notified body : An independent body appointed by an agency within one of the European countries, usually governmental, as being capable of performing the duties of a notified body as defined by the relevant directives
Harmonized Standard:  A non-binding technical specification adopted by a standardisation body, namely the European Committee for Standardisation (CEN), the European Committee for Electrotechnical Standardisation(CENELEC) or the European Telecommunications Standards Institute (ETSI), on the basis of a remit issued by the Commission in accordance with the procedures laid down in Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services
